摘要
在提出“安全成本”这一新的概念并进行分析的基础上 ,揭示了随安全保证水平的由低到高变化 ,而安全成本由高到低 ,又由低到高变化的规律 .同时 ,利用这一规律 ,提出了安全工作经济优化的总原则是实现安全成本的合理水平 .
On the basis of setting forward and analyzing the new concept of safety cost, the law was revealed that safety cost changed from high to low, then from low to high with safety assurance level from low to high. At the same time, using the law, it was put forward that the economic optimization's overall principle of safety work was to realize the proper level of safety cost. The strategy of level optimization and condition optimization were discussed in different productive technical condition.
