摘要
旨在提供一套比较完善的公式方法,以定量表达“我国疾病防制功能难以切实落实的作用机制模型”的逻辑关系,对疾病防制机构财政投入不足的严重程度和对有偿服务的重视程度进行定量确定,并对有偿服务收入膨胀的各方责任进行分析。
This paper aims to provide a set of methods and steps to quantitatively verify the ' Model of Mechanism on Preventive Function Ignored in China'. The reasoning process is focused on: the quantitative measurement of the insufficient government financial input, the severity that preventive organizations paid attention to 'fee - for- services' , and an attribution of increasing 'fee - for- services' revenue.
