摘要
本文分析了造纸产品的利润区以及造纸业价值转移过程，开发高档新产品利润高，获利时间长，应是企业的重点发展方向。根据造纸产品所用原料及产品市场容量大小，构建了企业发展战略模式图。针对当前纤维资源及项目建设资金短缺两大制约中国纸业发展的难题，提出了发展人工林、项目融资及利用外资三项并举的解决对策。对于产业组织结构，提出要通过国家政策调控、市场信息引导以及在竞争中优胜劣汰的方法加以优化调整。
An analysis is given on the profit area of paper products and the value transfer process in paper industry. The results show that quality new products can earn high profits for a long period thus our enterprises should lay preference on these products. According to the raw material and market capacity,the enterprise development strategy model is constructed. Three solutions are suggested for the shortage of wood fiber and project construction capital,which prohibits the development of China抯 paper industry:to plant man-made forests,to do project financing and to utilize foreign capital. The paper also suggests that the industrial system and structure should be optimized through state policy regulating,market information piloting and selecting the superior and eliminating the inferior.
