摘要
国际电信联盟(ITU)成立130年来,在其成员的共同努力下,已成为推动全球电信事业发展的主要力量。20世纪90年代以来,ITU进行了一系列改革。ITU及ITU-D召开了一些与管制有关的专题研讨会。为了提高发展中国家与最不发达国家的电话及Internet普及率,一些国际组织提出了缩小数字鸿沟的动议。同时ITU-D1999年推出了一个特别发展项目———发展中国家的电子商务(EC-DC)。ITU-D研究组是ITU-D实施发展使命的途径之一,它的两个研究组在本研究期获得了许多研究成果。
Since it is founded over 130 years ago ITU has become the main international force to propel the global telecommunication industry's development. The effort made by ITU and ITU-D to decrease the digital gap between the developed countries and the most undeveloped countries is introduced in this paper. Firstly the telecom reform required by the competitive environment is analyzed then the measures to decrease digital gap and propel balanced development of global telecom are introduced. Finally the latest progress made by ITU-D study groups is described.
