摘要
分析了垄断性产业改革与重组需要解决政府、企业、市场三者之间基本关系的问题;借鉴国际上垄断性产业改革采取放松管制、引入竞争的基本方法,对我国垄断性产业,如电信、电力、民航、铁路行业的改革与重组案例进行了研究,并提出了深化改革的政策性建议。
This paper analyzes the necessity to solve the problem of the relation between the government, the enterprise and the market in reforming and restructuring the monopolistic industries. Referring to the deregulation and introduction of competition that are essential approaches in the reform of the monopolistic industries in the world, it studies the reform and restructuring of the monoplistic industries in China, including telecommunication, electric power, civil aviation and railway industries. The paper also brings forward some suggestions on the policy to deepen the reform.
