摘要
高校学报质量评估是学报工作系统自我调节,实现学报质量优化,推动学报管理机制运行的手段。本文应用数理统计方法,进行学报质量评估,为质量管理建立一套定量化模式。评估指标体系考虑了影响学报整体质量的主要因素的集合,限定了编辑人员所能控制因素的范围,确定了政治质量、社会效果、编辑质量、出版发行质量四项综合评估指标和18个子项指标。并指出了评估的步骤和计分方法。评估结果的讨论采取标准分比较法,即利用标准分的性质。若标准分值小于零,则该学报质量低于同类学报质量的平均水平:若等于零,则该学报质量与同类学报质量的平均水平相当;若大于零,则该学报质量高于同类学报质量的平均水平。
The evaluation of university journals is a means of the self-adjust for the working system of university jourals.It helps to better the quality and to expedite the management mechanics of these journal.In this article,the author puts forward a set of models for the quality management of university journals by means of mathematical statistics. All the factors that might affect the overall quality of the journals have been taken into consideration in the evaluation index system.The system restricts the number of factors that are under the control of editors.The author sets four comprehensive indexes,including political quality,social effect,editing quality and publishing quality,and eighteen sub-indexes.The author also gives the evaluating procedure and marking method.Taking account of the character of standard marks, the discussion on the final evaluation results examine the total marks of every individual journal.When a journal's marks are less than zero, this journal's quality is worse than the average quality of the same kind of journals.If it's marks are more than zero,the journal's quality is better than average quality.If it's marks equal to zero,then this journal's quality is the same as the average quality of the same kinds of journals.
