摘要
协作性公共管理作为一种区别于新公共管理的地方政府治理新模式,不仅反映了传统官僚制行政模式的弊端,也改变了新公共管理运动带来的越来越严重的政府管理碎片化状态。它以解决跨边界问题为逻辑起点,以合作为理性基础,目前已经成为一种更具系统性、灵活性的理论模式,它所拥有的特别的协作机制与模型,将会打造出更具协调和整合性的政府,对于我国政府跨部门协同治理具有重要启示,同时也符合我国十九大提出的在深化机构改革和行政体制改革方面的价值理念。
As a new model of local government governance different from the new public management,collaborative public management not only reflects on the drawbacks of the traditional bureaucratic administration model,but also changes the increasingly serious government management fragmentation caused by the new public management movement State of affairs It takes the solution of cross -border issues as the logical starting point and the rationale of cooperation as a more systematic and flexible theoretical model Its special coordination mechanism and model will create a more coordinated and the integrated government,it has important enlightenment for our government.It also conforms to the value concept put forward by the 19th National Congress of the CPC on deepening the reform of the institutional and administrative systems.
