摘要
如何培育建立世界级竞争力集群目前已成为我国面临的重大政策问题。围绕集群网络在市场与政府之间的联动作用、在科技与产业之间的桥梁纽带作用,通过分析十几年来美国、德国等少数发达国家中央政府和欧盟产业集群计划的实践与政策以及国际学术界、政策界对相关计划政策的研究,从多机构、多渠道、多部门协同角度揭示发达国家产业创新组织的整体态势,能够阐明集群组织作为网络组织的跨机构形式与功能、外在推进形式以及中央政府的计划安排,从而为我国高度关注集群组织乃至网络组织这一重大政策前沿方向,培养发展世界级先进制造业集群提供政策参考。
How to cultivate and establish world-class competitiveness clusters has become a major policy issue that our country have to face to.Focusing on the linkage between the market and the government and the bridge role of the science and technology and industry of the cluster networks,this paper analyzes the practices and policies and international academic and policy circles’ research on relevant planning policies of the central government in a few developed countries such as the United States and Germany and the EU industrial cluster plan of the last more than 10 years.To reveal the overall situation of industrial innovation organizations in developed countries from the perspectives of multi-agency,multi-channel and multi-sectoral coordination can clarify the inter-organizational form and function of cluster organization as a network organization,the external promotion form and the planning arrangement of the central government can provide policy reference for our county paying close attention to the important policy frontier direction of cluster organization and even network organization and the training and developing world-class advanced manufacturing clusters.
