摘要
党的十八大以来,我国基层治理实践创新的制度性成果之一,在于复合型治理的形成,在治理导向上,则突出表现为均衡发展。复合治理的一般形态包括党建复合治理、政府复合社会、服务复合管理;其运转机制则有"项目制"运转、区域化联动运转等。复合治理的本质是合作、协商与互动,其特点是元治理与协商治理有机融合,权、责相统一,实现稳定和均衡发展。复合治理是现代社会日益复杂化、结构化、精细化、技术化的结果,而且仍在不断发展和演变。基层复合治理对于实现全面建成小康社会的奋斗目标,推动社会治理体系和治理能力的现代化,破解全面深化改革面临的结构性矛盾具有重要现实意义。未来我国基层治理实践创新需要在节约治理成本和实现均衡发展两个方面进一步努力。
Since the 18 th CPC National Congress,one of the institutional achievements of China's primary-level governance innovation lies in the formation of compound governance,and in the governance orientation,it is characterized by balanced development. The general form of compound governance includes compound governance of Party building,compound of government and society,and compound of service and management;its operating mechanism includes project system and regional linkage operation. The essence of compound governance is cooperation,consultation and interaction. It is characterized by the organic integration of meta-governance and deliberative governance,the unification of power and responsibility,and the realization of stable and balanced development. Compound governance is the result of the increasingly complex,structured,sophisticated and technicalized modern society,and it is still developing and evolving. The primary-level compound governance is of important practical significance for realizing the goal of building a moderately prosperous society in all respects,promoting the modernization of governance system and capacity for governance,and cracking the structural contradictions faced by the comprehensive deepening reform. In the future,China's primary-level governance innovation needs to make further efforts in saving governance costs and achieving balanced development.
