摘要
在国际碳交易体系日渐壮大的带动之下,中国政府也加快了建立碳交易市场的步伐。作为碳交易项目的一种,碳汇交易市场不仅可以改善林业融资环境,更能够将经济效益与生态保护相结合。在分析国内外碳汇交易市场发展现状的基础上,构建森林碳汇交易市场模式,并指出碳汇交易市场的构建应秉承可持续发展原则、准入标准化原则与交易信息透明原则,并不断完善市场要素。同时,在供求机制、价格机制、风险机制及融资机制的共同调节下,建立多项市场保障制度,使碳汇交易市场从制度、经济、生态及文化四方面充分得到保障,从而使整个碳汇市场高效、稳定地运行。
With the growing of international carbon trading system,Chinese government has also accelerated the pace of establishing carbon trading market.As a carbon trading item,carbon sequestration market can not only improve the financing environment of forestry,but also perfect the combination of economic benefits and ecological protection.Therefore,this paper takes Shaanxi as an example and focuses on the establishment of a perfect forest carbon sequestration market from various aspects.The paper holds that the construction of carbon trading market should adhere to the principle of sustainable development,the principle of access standardization and the principle of transparent information transaction to improve the market factors.At the same time,under the regulation of supply and demand mechanism,price mechanism,risk mechanism and financing mechanism,security systems should be established for the market,so that the carbon market can be fully guaranteed from the four aspects of system,economy,ecology and culture,and the whole carbon exchange market can run efficiently and steadily.
