摘要
为提高企业安全管理成效,促进企业安全管理体系持续改进和发展,引入循证安全管理思想,从企业安全生产管理实践的角度出发,分析企业安全管理的基本内涵以及发现和提出问题的重要性;进而对在安全生产管理实践中发现和提出问题的一个主体及三大要素进行分析,建立基于问题发现驱动的的企业安全管理良性循环的理论模型。以期给企业安全生产管理人员指出具体的实践方法,有效改善安全管理工作不到位、形式主义的状况,促进企业安全管理系统的良性循环。
In order to improve the effectiveness of enterprise safety management and promote the continuous improvement and development of enterprise safety management system, this paper introduces the idea of evidencebased safety management, starting from the point of view of the practice of enterprise safety production management, the basic connotation of enterprise safety management and the importance of finding and raising problems are analyzed. Then, this paper analyzes a main body and three elements of finding and raising problems in the practice of safety production management, and sets up a theoretical model of virtuous circle of enterprise safety management based on problem discovery drive. The purpose of this paper is to point out concrete practical methods for enterprise safety management personnel, to effectively improve the situation of safety management not in place and formalism, and to promote the virtuous circle of enterprise safety management system.
