摘要
上海是中国大陆最大的经济中心城市,住房的市场发育程度最高,住房保障政策体系也是最早成型的。然而受制于中国式土地财政的影响,上海的住房市场高度垄断。住房市场价格极高化,住房保障覆盖面极低化,是上海住房市场的基本特征。以夹心层为代表的上海中低收入消费群体是上海住房困难的主体。理论上,中国式土地财政与住房保障是对立的,中国式土地财政越发达,住房保障覆盖面越低,住房困难越严重。习近平同志的"房子是用来住的,不是用来炒的"思想,要求我们将住房保障工作落到实处。上海必须坚决实现土地财政的转型,缓解以致最终解决上海的住房困难,为中国全面实现小康发挥自己应有的作用。
Shanghai is the largest economic centre city of Chinese mainland, its house market development degree is the highest and housing safeguard policy system becomes earliest. Shanghai’s housing market is highly monopolistic because it yields to Chinese land finance. Housing market price is ultimate, housing safeguard cover rate is extremely low, and they are the basic characteristics of Shanghai housing market. The majority of Shanghai housing-poor crowd is the middle-low-income consumers represented by Sand-wich layer. In theory, it is contradictory between Chinese land finance and housing safeguard. The advanced Chinese land finance is,the lower housing safeguard cover rate is, the worse consumers live. Comrade Xi Jinping’s thought that housing is not for hype but for living requires us to implement housing safeguard work practically. In Shanghai, the transformation of land finance must be realized resolutely to relieve and finally resolve housing hardness, it is obligation for Shanghai to overall realize fairly well off in China.
