摘要
"人类命运共同体"是全球治理背景下中国提出的重要方案,为全球移民治理困局提供了解救思路。人类命运共同体理念与全球移民治理具有一定的理论相通性,人的安全与利益保护是二者共同的理论内核,跨国网络关系是二者共同存在的形式和基础,全球善治是二者的共同追求。人类命运共同体所包含的包容开放、平等协商、法治正义理念为国际社会在合法移民吸收、跨国难民接纳、非法移民管控等方面提供了理论指导。鉴于世界大国和移民大国的角色,中国可以在全球移民治理中发挥独特的作用。援助和参与国际组织的全球移民治理进程,构建中国与周边国家的移民治理共同体、全球移民治理共同体,健全"一带一路"移民治理机制,是人类命运共同体视角下中国可以开展的工作。
The community of Shared future for mankind is an important program proposed by China under the background of global governance,which provides a good governance approach for the plight of global migration governance.There are theoretical compatibility between the concept of community of shared future for mankind and that of global migration governance.Human security and interest protection is their theoretical core,transnational network relationship is the form and foundation of their common existence and global good governance is their common pursuit.At the same time,the concepts of inclusiveness,openness,equal consultation and rule of law and justice,which contained in the community of shared future for mankind,provide theoretical guidance to the international community on legal immigration absorption,acceptance of transnational refugees and control of illegal immigration.As a world power and a major migrant country,China can play a unique role in global migration governance.Assisting and participating in the migration governance process of international organizations,building a neighborhood and global migration governance community,improving the"Belt and Road Initiative"migration governance mechanism,are what China can do from the perspective of the community of shared future.
