摘要
电大面对前所未有的机遇与挑战，应增强忧患意识，准确定位，明确发展方向。需要突出学校的特色建设，加强合作办学，大力开展非学历教育，为创建一流远程开放大学成为天津远教基地，加快教师队伍建设，教学资源建设和学习支持服务系统建设已是当务之急。
Facing the unprecedented opportunity and challenge, R＆ TV universities should reinforce the hardship consciousness, orientate accurately and make the developing direction clear. It is important for R＆ TV university to highlight the characteristic construction, running a school cooperatively and devote major efforts to developing the non－ academic credentials education.They are the urgent affairs to speed up the construction of teacher ranks, teaching materials and study－ support service system for Tianjin R＆ TV University to establish the first－ rate distance open education university and become the distance education base of Tianjin.
