摘要
目的:了解疾病预防控制机构卫生应急人员监测预警认知现状,发现监测预警工作过程中存在的问题,提出可行的意见或建议。方法:采取整群随机抽样的方法,对我国6个省份共146所疾控机构中负责卫生应急工作的人员进行问卷调查,调查内容主要包括对相关法律法规、监测预警工作内容、工作程序等方面的认知情况。结果:38%的疾控机构卫生应急人员对于监测预警等法律法规不太熟悉;对于监测的信息来源渠道与监测方式存在认知差异,法定监测信息渠道认可度较高,非常规监测方式认可度较低;对预警建议提出者及预警发布主体的认知存在分歧。建议:进一步加大监测预警法律法规培训,提高疾控机构卫生应急人员法律法规水平;推动与加强监测预警制度建设,扩大和完善公共卫生依法监测范围,规范监测预警信息内容和发布主体;强化与稳定监测预警投入机制,进一步健全监测预警体系建设。
Objective To understand the cognition on surveillance and early warning of health emergency professionals in CDCs ,find the existing problems and put forward feasible suggestions. Methods 146 CDCs were chosen with cluster random sam pling from 6 provinces, and surwyed with questionnaires including the cognition on content and procedure of surveillance and early warning. Results 38% of health emergency professionals were not very familiar with the laws and regulations relating to surveillance and early warning of public health events. There existed cognitive diversity in sources and methods for surveillance information, and the subjective of presenting and publishing early warning information. Conclusion It was suggested to strengthen training on the laws and regulations relating to surveillance and early warning of public health events, improve construction of surveillance and early warning system, expand the range of surveillance, regularize the subjective of presenting and publishing early warning information, intensify input on surveillance and early warning system, and perfect the construction of surveillance and early warning system.
