摘要
城市居民最低生活保障制度在解决城市贫困和维护社会稳定方面取得了明显效果,但是还存在着低保标准不科学、调整机制不稳定等问题,影响了该制度的可持续运行。通过ELES模型测算得到城市低保标准的理论值,构建了多层次低保制度并设计了与经济参量挂钩的调整机制,该机制将有利于满足城市低保人群最低水平的多层次需求,使受助者摆脱贫困陷阱,并推动城市低保制度的进一步完善。
A minimum living security system for city residents has achieved remarkable effectsin resolving urban poverty problems and maintaining social stability. However, there still existsome issues like unscientific minimum living standard and unstable adjustment mechanismwhich are affecting the sustainable operation of this system. This thesis obtained the theoreticalvalue of the minimum living standard for city residents which is calculated by ELES model.Then it constructed the multilevel relief system and designed an adjustment mechanismlinked to economic parameters, this would be conducive to meet the city low income residents'multi - level demand, help urban minimum living populations to get rid of poverty trap and pro-mote the further improvement of urban minimum living security system.
