摘要
一直以来,金融、保险等一系列惠农政策对黑龙江省畜牧业的支持力度与畜牧业发展的需求相比严重不足,资金短缺制约了养殖主体进一步规模化、标准化的发展,影响黑龙江省现代畜牧业发展的质量和速度。2014年"中央一号文件"明确提出要加快农村金融制度创新,对金融机构服务、发展新型农村合作金融组织、加大农业保险支持力度和黑龙江《"两大平原"现代农业综合配套改革总体方案》正式获准。基于此,本文提出创新畜牧场区确权登记发证制度,突破畜牧场区资产不能抵押贷款的禁区;创新畜牧业担保贷款方式,突破畜牧业贷款担保难的瓶颈;创新畜牧业保险方式,扩大畜牧业保险覆盖面;创新畜牧资产交易平台,活化和提升资产价值;创新畜牧业大数据信息平台,支持畜牧业向现代化迈进等五大举措进行了畜牧业金融、保险机制、运行模式创新的尝试,以期对于推进黑龙江省现代畜牧业建设的质量和速度发挥十分重要的作用。

The No. 1 CPC document explicitly proposed to accelerate the innovation of rural financial institutions on the occasion of 2014, it brings great opportunities to financial institutions services, the development of new rural cooperative financial organizations, the increase of the support for agricultural insurance, and the formally approved overall plan for ＇the modern agriculture comprehensive reform of the two plains in Heilongjiang＇. Thus, the author proposes： to innovate the institution of ownership registration certification for livestock farm area, break through the forbidden zone that the assets of livestock farm area cannot be mortgaged for loan; to innovate the way of guaranteed loans for animal husbandry, break through the bottleneck that loan guarantees is difficult in animal husbandry; to innovate the way of insurance for animal husbandry, expand the coverage of insurance to animal husbandry; to innovate the transaction platform of the assets in husbandry; to activate and enhance the values of the assets; support animal husbandry to move toward modernization.
