摘要
不断提高质量是高等教育发展的生命线。高校内部质量保障体系主要由教学质量目标系统、教学质量标准系统、教学资源管理系统、教学过程管理系统、自我评估系统五个子系统相互关联和相互作用而构成,其中,自我评估系统是整个内部质量保障体系能否真正发挥"保障"作用的关键。科学推进自我评估和内部质量保障体系建设,需要把握全员参与、动静结合、系统性与有效性的原则;建设重点是形成科学合理、运行有效的自我评估工作组织体系,建立健全教学基本状态数据库及相应工作机制,建立健全起自我评估反馈机制。
Improving the quality constantly is a lifeline to the development of higher learning. The inner quality assurance system is mainly composed of five interrelated and interacting subsystems, which are teaching objective system, teaching standard system, teaching resource management system, teaching process management system as well as self evaluation system. Among these, the self evaluation system is crucial to the issue whether the inner quality assurance system can function as assurance. Carrying forward self evaluation and building the inner quality assurance system scientifically needs to grasp the principle of four tenets, which are fttll participation, combination of dynamic and static, systematicness and effectiveness. The key issue of building is to form a scientific and reasonable self evaluating working system which is effective, to estab- lish and improve the self evaluating team and the management mechanism,to establish and improve the basic state database of teaching and the related working mechanism, to enrich and perfect the self evaluating contents and the related evaluation scheme and to establish and improve the feedback mechanism of the self evaluation.
