摘要
在阐述江西农业水价历史沿革的基础上,分析了当前江西农业水价仍然偏低、农民承受能力有限、农业水价机制不活、农业水费实收率低和相关配套改革滞后等问题。在此基础上提出应从综合考虑农业水价的社会承受能力、认真把握农业水价改革的基本走向、着力实施农业水价改革的配套措施、尽快建立和完善农业水价监控体系等方面,进一步推进农业水价改革。
Based on discussing the historical reform of Jiangxi agricultural water price reform, this paper analyzes the status quo of lower agricultural water price limited bearing capacity of farmers, inactive mechanism of agricultural water price, low paid-up water fees, backward related reform and so on in Jiangxi. Based on the above, this paper puts forward suggestion to consider the social bearing capacity of agricultural water price comprehensively, master the basic trend of price reform seriously,focus on the implementation of agricultural water price reform, and establish and improve the supervision system to improve the water price reform.
