摘要
文化是构建一个国家发展软实力的重要基础。随着全球化的整体趋势,我国文化建设面临的突出问题是:文化产业发展不足,文化人才的严重缺失,文化的逆差现象存在。造成这些情况的原因是多方面的,如文化体制机制不健全,传统文化及文化的全球化带来的负面影响,文化相关法制建设落后,市场经济发展给文化带来的冲击,区域间文化发展的不平衡,等等。我国的文化建设必须要有明晰、全面、辩证的发展思路:确立文化建设的基本理念,完善文化建设的体制机制,积极培育文化建设人才,通过文化产业发展促进文化和谐,构建特色中国文化。
Culture constitutes the important foundation for building a country＇s soft power. With the general tendency of globalization, our country＇s culture construction is faced with serious problems including the underdevelopment of cultural industry, the severe shortage of cultural talents, and the existence of cultural deficit phenomenon. There are multiple reasons for those problems such as poor cultural institutional mechanism, the negative effect of the traditional culture and cultural globalization, backward construction of culture-related rule of law, the impact of market economy development on culture, and the unbalanced culture development in different regions. Our country＇s culture construction should have a clear, comprehensive and dialectical plan of development： the establishment of the basic conception of culture construction, the improvement of the institutional mechanism of culture construction, the cultivation of culture construction talents, the promotion of cultural harmony through the development of cultural industry, and the building of characteristic China culture.
