摘要
从成本、质量及期限等方面入手,深入探讨PPP模式与传统模式相较的特征与优势,以回答PPP模式是否能够全面超越传统模式这一问题。从理论来看,PPP模式并不绝对优于传统模式,只有当满足一定的条件时(例如积极外部性、设施所有权归属等),选择PPP模式才会比传统模式更具效率。从实践经验看,不同的项目在成本、质量及期限等方面各具特点,PPP模式并没有在任何方面都优于传统模式,因此如何选择,需要结合公共服务的特质以及其他外部因素进行具体考量。
Through reviewing the relevant theoretical analysis and empirical research on the PPP, this article will take the matter from the cost, quality and time, making a deep analysis of the characteristics and advantages of PPP compared with the traditional mode from the perspective of literature review and therefore discussing whether PPP is the best option. We found that： from the theory aspect, the PPP mode is not absolutely superior to the traditional mode, only if a certain condition is satisfied; in practice, different projects have different characteristics in the cost, quality and time, and PPP is not totally superior to the traditional mode in any respect. Thus associating with the feature of public service, other factors as political, environmental, etc. should be considered.
