摘要
小水电开发项目因自身特点所限及周边环境影响,投资风险较大。为了识别和控制小水电项目投资风险,建立了评价指标体系。将熵值法模型用于该类项目的投资风险评价实证中,逐层客观求解了评价指标的熵值与熵权,全面衡量了小水电项目面临的政策、经济、技术、移民与环境等方面的风险。将所建模型用于3个不同地区小水电开发方案的风险评价,求取了各方案的系统熵值,对比得出投资风险最小的方案。该模型为小水电项目投资风险评价提供了新的思路,提高了投资风险评估的科学性与可操作性。
The investment risk of small hydropower project is large due to its characteristics and its influence on environment.The evaluation index system is established by identifying the investment risk of small hydropower stations.In demonstration of investment risk evaluation,the entropy model is used to calculate the entropy value and weight of the evaluation index layer by layer,and the risks in policy,economy,technology and resettlement are evaluated.The model is applied in risk evaluation for development schemes of 3 small hydropower projects and the entropy value of each scheme is calculated.The scheme with the smallest investment risk is obtained by comparison.The risk evaluation model on the basis of entropy method provides new thoughts for risk evaluation of small hydropower projects investment and improves its scientificalness and feasibility.
