摘要
油气管道运输是能源产业链的重要构成环节,国家层面油气管道整体布局是管网有效运营的重要保证。相对发达国家先进的管网建设及运营水平,我国仍有较大差距。我国未来油气能源缺口及进口需求将为油气管道建设运营的发展提供空间。运用对比分析法和复杂网络模型分析法,对我国和北美地区管网的网络特征值进行对比,借鉴先进管理经验,提出了我国油气管道从战略层面的国家规划、布局、推动管网独立、完善立法和监管等方面进行体制和运营机制改进的建议及对策。
Oil and gas pipeline transportation is an important component of the energy industry chain.The state-level overall layout of oil and gas pipelines is critical for guaranteeing the effective operation of the pipelines.Compared with developed countries,China is still laggard in pipe network construction and operation.In China,future oil and gas energy gap and import demand will trigger the development of oil and gas pipelines.Using comparative analysis and complex network model,the pipeline network characteristic values of China and North America are compared.Moreover,referring to advanced management experience,suggestions and solutions are proposed for system and operating mechanism improvement of China＇s oil and gas pipelines from the aspects of strategic-level state planning,layout,promoting network independence,and perfecting the legislation and regulation.
