基于公共产品理论,国家基本药物制度满足准公共产品特征,分析了政府在推进国家基本药物制度中的存在问题,阐述了政府在推进国家基本药物制度中要加强运行机制建设,完善基本药物遴选评价机制,完善集中采购招标管理机制,完善药品报销补偿激励机制,完善合理用药宣讲教育机制,为国家基本药物制度的有效推进保驾护航。
Based on the theory of public product, the national basic drug system satisfies the quasi public goods characteristics, the existing problems of the government in promoting the national essential drug system was analyzed, elaborated that the government should strengthen the construction of operation mechanism while promoting a national basic drugs system, improved the selection mechanism of the basic drug evaluation, improve the management mechanism of the centralized procurement bidding, improve the incentive mechanism of drug reimbursement and the education mechanism of rational drug use propaganda, effectively promote the escort for the national basic drug system.
