摘要
运用熵值法,从经济转型、产业转型、社会转型和生态转型4个方面构建评价指标对淮北市转型发展绩效进行评价测度,结果表明:淮北市近10年来转型绩效总体呈增长趋势,生态转型绩效和社会转型绩效增长迅速,构成了转型绩效的主体;经济转型绩效增长较慢,而产业转型最为缓慢。分析认为经济总量小、产业结构刚性强、煤炭资源储量少、竞争导致区位偏离、人才外流、科技支撑不足以及就业困难是阻碍淮北市转型发展的主要因素。从产业结构调整、延长煤炭城市生命周期、争取国家扶持、观念更新、再就业及生态修复等6个方面提出了建议,以加快枯竭型煤炭城市的转型发展。
From an economic transformation, industrial transformation, social transformation and ecological transformation, an entropy method was applied to establish an evaluation index for the evaluation measurement of Huaibei City transformation development performances. The results showed that the transformation performances of Huaibei City in the recent 10 years were generally in an increasing tendency, the ecological transformation performances and the social transformation performances were rapidly increased and formed the main part of the transformation performances. The economic transformation performances were quite slow in increasing and the industrial transformation performances were slower. The analysis held that the economic gross small, the industrial structure strong in rigidity, the small coal resource reserves, competition caused regional deviation, talent outflow, insufficient technical support and difficult employment would be the main factors to block the transformation development of Huaibei City. From the industrial structure adjustment, coal city time prolonged, state support striven, idea updated, reemployment and ecological restoration, proposals were provided in order to speed up the transformation development of the exhausted type coal city.
