摘要
现代大学制度一个不可回避的问题就是如何处理好学术与行政的关系。学术与行政是现代大学制度的一对孪生基因,两者并非完全的矛盾对立,而是在彼此制衡中共同推进大学发展。高校去行政化去的不是维系组织系统运转的行政管理,而是依附在行政事务中的"官本位"思想。完全去除所有和行政有关的因素,只会走入另一个认识极端:"泛学术化"。学术权力无限膨胀的危害甚至比"泛行政化"有过之而无不及。现代大学制度建设是一个长期的系统工程,理应从大学发展的历史逻辑和现实关切中寻找内在基点,厘清行政与学术的权力边界,协同推进现代大学制度的内涵式发展。
It is an unavoidable problem that how to do with the relationship between academic and administrative,who are the twin gene of modern University system,instead of completely contradictory,and work together to promote the development of University in balance. It is the duty for university to get rid of ＂Official Standard＂,not administration which sustains the organization system. If do that completely,we will only go into the other extreme： ＂Pan Academic＂,it insults even more harm than ＂Pan administration＂. It is a longterm project to construct the modern university system,we are supposed to found the inner points from the historical logic and realistic concern of university,clarify the power border between administrative and academic,and jointly promote intensive development of modern university system.
