摘要
生态安全是指生态环境条件与生态系统服务功能可以有效支撑经济发展和社会安定、保障人民生活和健康不受环境污染与生态破坏损害的状态与能力。生态安全是国家安全的重要组成部分,是一个区域与国家经济安全与社会安定的生态环境基础和支撑。我国生态环境脆弱,环境污染与生态退化严重、生态服务支撑能力下降,生态安全面临巨大威胁。构建国家生态安全格局,有效控制环境污染、保护与恢复自然生态系统、增强生态系统服务功能、提高生态环境对经济社会的支撑能力,是保障生态安全的根本措施。
Ecological security can be defined as status and capacity of environment and ecosystem services that can sustain economic development, social stability, ensure people＇s livelihood and health from environmental pollution and ecosystem degradation. Ecological security is an essential component of national security, and the environmental basis and supporting system for regional and national economic and social sustainability. Ecological security of China is facing huge challenges from severe environmental pollution, ecosystem degradation, and ecosystem service declining. For the purpose of enhance ecological security, it is necessary for China to build ecological security pattern, control pollutions, protect and restore ecosystems, enhance ecosystem services, and improve the capacity of eco-environment to support economics and society.
