摘要
文章阐述了中国国家大学科技园发展历程与主要成效,通过共性与个性分析,对当前中国大学科技园发展中存在的问题进行了探讨,指出中国大学科技园目前普遍存在创新主体角色冲突、功能定位模糊、创新激励机制不完善、创新服务能力有限等问题。在分析京沪两地在大学科技园建设政策、运营模式等方面差异的基础上,从强化政府引导作用、发挥依托高校基础作用及大学科技园自身能动作用等三方面提出促进中国大学科技园建设与发展,提升科技园创新能力与服务水平的对策与建议。
This paper reviews the development process and the main achievements of the national university science park in China. By analyzing the similarities and differences, the current problems of University Science Park in China are investigated, for example, the contradictory innovation position, function vagueness, imperfect innovation incentives, limited innovation service capacity and others. Based on the analysis of the policies and business models of the university science parks in Beijing and Shanghai,we propose countermeasures and suggestions to improve the innovation ability and service level of the university science parks in three aspects：strengthening the government＇s guiding role,relying on the universities as the bases and exerting the science park＇s own initiative.
