摘要
医疗机构设置规划是卫生行政部门审批医疗机构设置的依据。我省卫生和计划生育委员会科学制定《山东省医疗机构设置规划（2013年～2015年）》，在实践中严格按规划要求扎实有序推进，通过明确医疗机构功能定位、优化医疗资源配置、全面推行标准化建设、持续提升医疗服务能力等系列措施，努力构建目标明确、规模适当、功能完善、富有效率的医疗服务体系。
The setting and planning of medical institutions is the basis of health administrative department＇s examination and approval of the establishment of medical institutions. （Health and Family Planning Commission of Shandong Province scientifically develops Plan for Establishing Medical Institutions of Shandong Province （2013-2015）, promotes solidly and orderly strictly according to the requirements of plan in practice, and makes efforts to build the medical service system with clear goal, appropriate scale, full function and high efficiency by defining function orientation of medical institutions, optimizing the allocation of medical resources, fully implementing the standardized construction, continuously enhancing the medical service ability and other measures.
