摘要
油气泄漏产生的环境污染是管道行业亟待解决的问题,基于管道规划、建设、运行全过程中环境污染的现状及原因,提出通过改进管道规划,确保科学合理建设,采取相应运行防护方法,以及加强管理人员风险防范意识和提高作业人员素质能力,结合HSE管理体系和《管道保护法》建立较为完善的预防措施,最后提出合理化建议供相关部门参考。
Environmental pollution as a result ofoil and gas leakage is a challenge in the pipeline industry that needs prompt solution. According to the current situation and causes of environmental pollution throughout planning, construction and operation of pipelines, it is suggested that sophisticated precautions be developed in accordance with the HSE Management System and ＂Pipeline Protection Law＂, including improving pipeline planning, ensuring scientific and sound construction, adopting corresponding operation protection methods, enhancing the risk prevention awareness of management personnel, and raising the quality and capability of operation personnel. Finally, some rational advices are provided for reference by relevant departments.
