摘要
西方现代大学制度的基本特征是大学实行自治、大学与政府保持相互主体关系,形成了"校长治校""教授治学"和"学术自由"的传统,学术权力与行政权力各司其职、互不干涉,利益相关者形成共治结构。与西方现代大学制度相比较,"中国特色"就是坚持中国共产党对大学的领导,政党权力主导中国大学的发展,具体表现为战略目标的国家先导、人才培养的政党领导和资源配置的政府主导。建设"中国特色"的现代大学,核心在于重新理顺国家、政党、政府与大学的关系,建立"中国特色"与现代大学之间有效的耦合机制,通过制度化的方式明确大学与国家、政党和政府的边界。具体包括:制定契约型的大学章程,理顺大学与政府的关系;完善党委领导下的校长负责制,明晰党政职能;推进大学校长管理专业化,实行大学校长的遴选制度。
The main characteristics in western modern university system is university autonomy. University and government keep independent relationship from each other, which creates traditions with president adminis- tration, professors governing academic affairs and academic freedom in universities; academic power and ad- ministration power are responsible for respective affairs. Stakeholders form the governance structure. Compared with western university system, China＇s universities are led by Chinese Communist Party （CCP）. The CCP have a very big influence on university development; nation leading strategy aim, leading personnel training, and government making decision on resources distribution. The core of constructing the modern university with China＇s characteristics is to： straighten out the relationships between the country, political parties, government and the university, establish the effective coupling mechanism between ＂＇ China＇s characteristics＂ and ＂modern university＂, and clear the border of China＇s university, political party and government through the systematic system. It includes the following details： construct contracted university statute, clearing relationship between university and government, perfect the president responsibility system under the Party leadership, clear func- tions of the party and the government, promote the university management specialization and carry out the Uni- versity President Selection System.
