摘要
本文结合目前应急预案编制过程中存在的问题,从危险分析与风险评价、应急资源与应急能力、相互协议、应急措施优先次序、危机处理、现场恢复及事故调查等七方面,探讨和分析了应急预案编制过程中的技术要点,以提高应急预案的可操作性,使事故损失最小化,为应急预案的编制提供参考。
This article, combined with the existing problems in the process of preparing emergency plans, carries on the comprehensive analysis in seven aspects of the hazard analysis and risk assessment, emergency resources and emergency response capacity, by mutual agreement, the emergency measures priority, crisis management, mishap site recovery problems of emergency plan and accident investigation, to explore and analyze the key technology in the process of compiling emergency plan. In order to improve the emergency plan operation, the accident loss minimization, which provides a reference for the preparation of emergency plans.
