摘要
巡回文库作为民国时期推广阅读、扫除文盲、启迪民智、传布文明的重要"推进器",其规章制度建设是巡回文库迅速发展与普及、组织服务、保证其职能充分发挥的依据和行为准则。文章首先从相关史料中厘析出民国巡回文库规章产生的过程和类型,其次,分析了巡回文库规章制度的主要内容特征,试图以史为鉴,反思巡回文库制度建设的历史启示。
During the period of the Republic of China, the itinerant library was the important promoter of reading promotion, illiteracy elimination, wisdom opening and culture spreading. The rules and regulations of the itinerant library were the basis and the conduct code of its rapid development and widespread, its organization and service, and its role functioning. At first, the paper presents the forming process and the types of rules and regulations of the itinerant library during the period of the Republic of China based on relevant historical materials. And then the paper analyzes the main contents and characteristics of rules and regulations of the itinerant library, and tries to rethink the historical enlightenment of the system construction of the itinerant library.
