摘要
广西由政府主导、多部门合作,经过10年的探索,建立了"广西婚育综合服务"模式的婚检新机制,并以地中海贫血防治为切入点,完善出生缺陷防控三级预防体系。已建立覆盖全区的免费婚检、婚姻登记和计划生育指导"一站式"的新型婚育综合服务平台。基于婚育综合服务平台建设,逐步建立形成以产前诊断中心、分中心、初筛实验室为主的三级地贫防控技术网络,发挥妇幼保健三级网络优势,形成了联动协同效应。广西婚检率由2009年的14.34%大幅提高到2013年的97.54%;出生缺陷率从2009年的20.6‰持续下降至2013年的11.62‰,累计减少出生缺陷3万余例,其中重型地贫胎儿5552例。广西探索形成的婚育综合服务模式、出生缺陷防控三级网络,有效解决婚检率低、出生缺陷高发的难题,为国家制定婚检和出生缺陷防治政策提供可靠依据。
Objective By government directing and multisectoral corporation,Guangxi has established a new innovative premarital medical check-up mechanism called ＂Guangxi Marital Package Service＂model through ten years’ exploration. Beginning with the Mediterranean anemia prevention,Guangxi has improved its tertiary prevention system of birth defects. The new marital package service platform,which offering services like free premarital medical check-ups, marriage registration and health and family planning guidance,has shaped a marital service network covering all the population in Guangxi. Based on the establishing of marital package service platform,the tertiary prevention system of Mediterranean anemia prevention system has been established,which consists of Prenatal Diagnosis Center,Prenatal Diagnosis Sub-center and Prenatal Screening Laboratory. The system has its characteristics of multisectoral coordination and brings its advantages into the practice. In Guangxi,the premarital medical check-up rate has increased from 14. 34% in 2009 to 97. 54% in 2013,the birth defect rate has decreased from 20. 6‰ in 2009 to 11. 62‰ in 2013,reducing the birth defect of more than 30 thousand of cases including 5552 cases of severe Mediterranean anemia. The marital package service model and tertiary prevention system of birth defects have resolved the problems of low premarital medical check-up rate and high birth defect rate,whose experience can provide evidence for the national premarital medical check-up and birth defect prevention policy making.
