摘要
天下理论不仅是一个世界政治理论,同时也是对政治概念的重新定义。天下概念意味着一个使世界成为政治主体的世界体系,一个以世界为整体政治单位的共在秩序。从天下去理解世界,就是以整个世界作为思考单位去分析问题,从而超越现代的民族国家思维方式。经济和技术的全球化必须有一个与之同步的政治全球化过程,才能够协调完成"世界内部化",只有一个消除了外部性而只有内部性的世界才可能真正解决冲突,从而建立世界的安全和合作体系。世界内部化不仅意味着重新定义政治游戏规则,而且意味着重新定义政治的概念,它还意味着,只有化敌为友并且建构世界的共在秩序的行为才是政治,而任何敌对行为或战争都是政治的失败而不是政治的延续。世界内部化和由共在性所定义的政治概念都基于关系理性,而优先考虑互相伤害最小化的关系理性比个人理性更符合理性的风险规避标准。政治的概念需要通过共在存在论和关系理性而重新定义,同时,政治的领域需要在天下理论中得到充分伸展。只有引入天下无外原则,才能获得充分延伸的政治完全语境,也因此能够清楚理解政治的概念和问题,才能够一般地定义政治的普遍性和合法性。
This paper argues that the theory of Tianxia(all-under-heaven) does not confine its ambition to explaining world politics,but also redefines the concept of the political.According to the author,all conflicts in the world could not be settled unless the world will be internalized with the new Tianxia system of compatibility and co-existentiality.And the internalization of the world will recognize the reestablishment of new rules for political games as well as the redefinition of the political in terms of the order of coexistence and the refusal of hostility.The internalization of the world and the coexistence of all peoples could only be made possible with our commitment to the relational rationality,which has a stronger risk aversion than individual rationality,with its prior consideration of minimization of mutual hurt instead of maximization of self-interests.
