摘要
项目治理能力提升已经成为水利工程PPP项目治理的一个重要内容。基于水利行业相关专家的调查数据,以合同治理能力、产权治理能力、关系治理能力、项目治理阻力、PPP项目治理能力为5个潜变量,以具体指标为观测变量构建水利工程PPP项目治理能力提升的结构方程,对动力因素与PPP项目治理能力提升之间关系的概念模型以及潜变量之间的相互作用等进行验证和修正,从而得出动力因素与治理能力提升相互作用的路径以及路径系数。结果表明,合同治理能力、产权治理能力、关系治理能力与PPP项目治理能力提升之间具有正相关关系;项目治理阻力与PPP项目治理能力提升之间呈负相关关系;产权治理能力对合同治理能力未形成约束。从加强组织内部控制力、提升项目监管能力、建立信任体系、构建项目协同治理机制等方面入手,可以有效提升PPP项目治理能力。
The updating of project governance capability has become an important part of governance of hydraulic PPP projects. Based on the survey data of the relevant water industry experts, a structural equation for the updating force of governance capability of hydraulic PPP projects is established by using five latent variables and several observation variables.Among them, five latent variables include contract governance capability,property governance capability,relationship governance capability,project governance resistance and PPP project governance capability.Through the questionnaires, the conceptual model revealing the relationship between dynamic factors and updating of governance capability and the interaction among the latent variables are verified and modified by using the structural equation model so as to yield the relevant path and path coefficient. The results show that the contract governance capability, property governance capability and relationship governance capability have a positive correlation with the governance capability of PPP projects. There is a negative correlation between the project governance resistance and the governance capability of PPP projects. The property governance capability and contract governance capability are uncorrelated.Accordingly,some measures can effectively update the governance capability of PPP projects, such as strengthening organization internal control,improving capability of project supervision, establishing trust system and collaborative governance mechanism of projects.
