摘要
本文以上海为例,在对上海参与西部开发十多年来的做法和成效回顾基础上,探讨新形势下上海参与新一轮西部大开发应该注意的基本原则、几个关系、战略选择与策略选择等相关问题。研究表明,根据西部不同地区的基础和情况,上海在参与新一轮西部大开发时,上海应在以互利双赢为前提,选择非均衡协调合作战略。上海参与新一轮西部大开发的基本原则应坚持对口支援与共同合作相结合等基本原则、应理顺"对口支援"和"区域合作"等关系。在策略选择应注重重点经济地区、产业梯度转移地区和对口支援地区不同区域的工作策略。
The article takes Shanghai as an example to discuss strategic options and policy recommendations to participate in the new round of western development under the new situa- tion. The analysis is based on Shanghai＇s practice of more than ten years＇ participation in west- ern development. Results show that the choice of non-equilibrium strategic of coordination and cooperation, as well as insisting the combination of counterpart support and cooperation on the premise of mutual interests can help determine the focus of regional cooperation and industrial gradient transfer strategy according to the foundation and the situation in different regions of the west and promote Shanghai to better participate in the new round of western development.
