摘要
档案资源在国家经济社会发展中具有其他资源无法替代的贡献力,如何能够在政府决策领域发挥档案知识资源的价值成为档案利用研究中的一个新的着眼点。我国政府在执政决策过程中面临决策依据缺乏、决策过程不完备、决策缺少机构支撑的新问题。本文论述了档案部门的核心优势;提出通过构建面向政府决策的档案知识库,阐述了知识库构建的总体设想及架构方案,为深入挖掘档案的知识价值、提高档案利用与服务能力奠定基础。
Archival resources play an important role which cannot be replaced in the development of national society and economy. The way of how to make the archival knowledge resource exert value has become a new focus in research of archives utilization. The government now is facing the new problems such as lacking of the decision basis, the imperfectness of decision process and lacking of organization support. The article discusses the archival departments＇ value, and puts forward the vision to create a gov- ernment decision making-oriented archival knowledge base, which can excavate the archival knowledge val- ue and improve the ability of archival utilization.
