摘要
制度是经济或法律领域正式和非正式的系列规则,拥有高度发达而成熟的制度文明是现代化国家必备的本质特征和重要体现。善治的目标就是有效地降低各权力主体间的交易成本,实现公共利益最大化。大学善治是大学发展的内在需求,也是大学适应现代社会发展的必然要求。大学善治必须以良好的现代大学制度为基础。中国大学行政控制的治理模式体现了高度行政化的大学治理体系特征,从根本上制约了我国大学的整体治理能力。实现大学善治就必须重构大学治理结构,进行现代大学制度创新,体现现代制度文明,实现高等教育领域公共利益最大化。
National governance system is a country＇s integral structure about political,economic,culture,education,social,ecological and other fields of governance system. National governance system modernization means the basic governance system conforms to the trend of the times,and also means that the rule of law and good governance of public administration. Modern university management system and the system construction as one of the important part of modern national governance,is the inner demand of university development and the inevitable requirement for the universities to adapt to the development of modern society. The current mode of university governance which is characteristic by highly government-centralized fundamentally restricted the whole management ability modernization of our country＇s university. In order to realize the modernization of university governance system,we must reconstruct university governance structure,carry out modern university system innovation,reflect the system＇s modern civilization,realize the public interest maximization in the field of higher education.
