摘要
21世纪海上丝绸之路是中国推动与亚非国家命运共同体建设的重大战略举措。要保证海上丝绸之路建设顺利进行,保障沿线海上通道安全是首要前提。海上丝绸之路途经东南亚和北印度洋两大地缘政治区域,通道周边地缘安全局势复杂。综合而言,海上丝绸之路面临着霸权国家战略遏制、沿线国家战略干扰、沿线地区冲突及海盗活动等三方面安全威胁。加强海上力量、打造战略支点、构建安全合作机制将是保障21世纪海上丝绸之路安全的有效战略对策。
The Twenty-first Century Maritime Silk Road is China＇s major strategic initiative to promote the construction of a common destiny with the Asian and African countries. To ensure the smooth progress of the construction of the maritime Silk Road, along the sea lanes security is a prerequisite. The maritime Silk Road goes by Southeast Asia and North India Ocean as two geopolitical regions. Thus, the security situation is complex. In general, the maritime Silk Road faces the hegemony of strategic deterrence, along the national strategic interference, security threats along the regional conflicts and piracy in three aspects. Through the security cooperation mechanism to strengthen maritime forces, build strategic fulcrum, construction, will be effective strategies to guarantee the safety of maritime Silk Road.
