摘要
在海事管理职能从管理型向管理服务型转变过程中,建立起完善的海事电子政务系统是将服务型政府的理念得以实现的重要手段。文中从电子政务的重要意义、现状研究、问题剖析等方面,对新形势下海事电子政务体系建设进行探讨。
During the transfer of maritime administrative functions from management orientation to management and service orientation, the establishment of an adequate MSA d-government affairs system is an important means to realize the concept of service-oriented government. From such aspects as the significance, existing conditions and problems of e-government affairs, the paper analyzes the development of MSA e-government affairs system under the new circumstances.
