摘要
残疾人社会服务相对于一般公共服务具有更复杂、更多样和更专业的特点。政府、市场、社会组织、残疾人家庭以及残疾人个体都是残疾人社会服务的供给主体,但是在服务供给的强制性程度、营利性程度、普惠性程度以及稳定性程度等方面具有差异性。从强制性和营利性的维度分析,残疾人社会服务多主体合作模式可包括四种类型:偏向"非营利性"的伙伴关系、偏向"自愿性"的公益创新、偏向"营利性"的社会价值投资、偏向"强制性"的社会责任强化。通过转变政府角色、加强制度建设、提高社会组织专业性等措施,可以发挥各主体的优势,拓展合作空间,规范供给过程,保障专业化水平以及提升供给效率,从而提高残疾人社会服务的水平。
Social services for the disabled are more complex, diversified and professional than other public services. Government, market, social organizations, families of disabled persons and disabled individuals are the main supplying sources of social services for the disabled. But they are differing in the mandatory system of service supply, for-profit degree, inclusiveness degree and stability degree. Based on the mandatory and profitability, the mode of social services for the disabled may include four types： the ＂non- profit＂, the ＂voluntary＂ public welfare innovation, the social value of the ＂profit＂, and the ＂compulsory＂ social responsibility. By changing the government role,strengthening the system construction, improving the professional and other social organizations, we can play the advantages of each main body, expand the cooperation space, standardize the supply process, guarantee the level of professionalism and improve the supply efficiency, so as to improve the level of social services for the disabled.
