美国城市化背景下的砂石资源管理体系及相关政策研究 被引量:3

摘要 目前中国处于城市化快速发展阶段,资源和生态日显珍贵,然而我国在砂石资源管理中仍然存在管理粗放和执行效力低等问题。本文以城市化为背景研究美国砂石资源管理体系及政策,力图为中国砂石资源政策改进提供借鉴。经分析认为,美国砂石资源管理有三大特点,即金字塔式、差异性管理和先环保后发展的政策理念。城市化与砂石资源开采矛盾主要体现在环境保护政策限制、土地利用冲突和社区冲突三方面。针对这三点,本文在总结美国典型州县砂石管理基础上提出了资源摸底、整合区划、制定供需计划等五点建议。此外,美国"金字塔式"管理体系、差异性和精细化管理模式等思想,对于提高砂石资源管理执行效力同样具有借鉴意义。 The supply of sand and gravel resources is restricted not only by the natural endowment but also economic and social factors.To provide improvement policies,this article researches on the US sand and gravel resource management system and relevant policies with the background of urbanization.The analysis indicates that there are three characteristics of the US sand and gravel resource management system:pyramid type,diversity management and the philosophy of ecological and environmental protection first.Furthermore,this article proposed five suggestions like comprehensive mapping survey,integrated zoning and SD planning on the basis of exemplary station cases.Besides,the pyramid type,diversity and delicacy management are effective management methods,which deserve to be adopted in order to promote the reformation of China's aggregate resources management system.
