义务教育援助对义务教育发展的促进作用随经济发展加强还是减弱?──来自我国义务教育的实证研究

Is the effect of Compulsory Educational Aid on Compulsory Education Negative or Positivewith the Development of Economics: Based on a Empirical Study in China

摘要 由于我国存在义务教育投入区域间差距和贫困地区教育投入不足,以及地区内部学生受教育机会不均等现象,社会力量办学和捐资助学等义务教育援助能够提高义务教育资源的配置效率,也有利于教育公平。在经济发展过程中,社会力量办学和捐资助学作为一种非政府力量,其作用会随着经济发展进程加强还是减弱?本文以2012年我国五个省的371个县级地区横截面数据为样本,运用定量研究法,研究了义务教育援助如何影响义务教育的作用。本文发现:(1)义务教育援助能够显著地促进义务教育发展,在控制了地方经济发展水平和人口密度等因素之后,社会捐资和集资办学经费能够显著地影响一个县级地方的义务教育水平;(2)随着经济发展水平的提高,义务教育援助促进义务教育发展的作用总体上来说会减弱,其中社会捐资和集资办学经费与初中毕业生升学率、初中在校生人数都呈负相关的关系。 In the context of the imbalanced education resources in compulsory education aid from area,compulsory education aid like social donation could contribute to the realization of balanced education resources and education equality. As a non-government power, compulsory education aidhas a significant effect on compulsory education aid. Is the effect of compulsory education aid is negative or positive? By a quantitative study method in China, this paper seeks to explore how does it happens. This article analyzes compulsory education aid in five provinces of China, with 371 cases at county level for social donation and raising fundsfor junior high school students' enrollment rate and ordinary high school students in the year 2012. The quantitative analysis shows that: (1) After controlling variables like GDP, population density, local fiscal expenditure, social donations and fund-raising has obviously positive effect on the compulsory education on county level. (2) The positive effects of compulsory education aid on compulsory education at country level gradually decreases as the economics develops, and social donation and junior high schoolstudent enrollment rate was negatively correlated.
