摘要
中国经济发展进入转方式和调结构的关键期。因为形势复杂、改革难度大、任务艰巨,亦称改革的攻坚期。目前,中国传统的粗放式经济竞争力不断下降,经济下行态势明显,国际环境不容乐观,社会稳定压力较大。保增长、调结构、增收入进退维谷。基于习近平"全面运筹"战略思维方法、"深化改革驱动创新"实践方法的启示,宏观调控严密督察机制、新上投资项目环保评估公开机制、企业创新创业活力激发机制、经济政策和产业调整对就业影响的评价机制和核心经济指标科学联动制约机制是改革攻坚机制创新的着力点。
The economic development of China has already entered a critical period, which is to transform the development mode and adjust the industrial structure. Because of the complex situation, the serious difficulties in reform, and the very tough tasks in this period, it has been regarded as a hard time of reform. At present, in China, we can see this trend that the traditional extensive economic competitiveness decreased continuously, and we can also see an obvious economic downturn there. We still worry about the unoptimistic international environment. Due to the enormous pressure to maintain social stability, we＇re in a dilemma for promoting growth,adjusting structure and increasing income. Notice that, mechanism innovation is becoming an important concern in such a case. Based on Xi Jinping ＇s enlightenment of ＂comprehensive operational research＂ strategic thinking method, ＂driving innovation with deepening reform＂ practical method, such as the mechanism of macro-control and rigorous supervision, the public mechanism of the environment evaluation for a new investment project, the motivating mechanism that is to stimulate vitality for business innovation, the evaluation mechanism for the impact of economic policy and industrial restructuring on employment, and the restricting and linking mechanism of the major economic indicators, have become key points of mechanism innovation during that hard time of reform.
