摘要
由于国内特种设备逐年递增,使用状况复杂,管理水平参差不齐,所以,特种设备安全监督管理工作如何寻求防患于未然,最大化减少事故发生,提高企业自身安全管理水平,降低政府监管部门难度,是一个比较紧迫的问题。笔者根据最近国内事故案例和检验工作经验,结合新颁布《中华人民共和国特种设备安全法》(简称《特种设备法》)、《锅炉使用管理规则》(TSG G5004—2014)中内容,研讨建立特种设备安全运行保证体系的重要性和基本思路,同时提出有关政策建议。
Due to the increasing of special equipment year by year in china, complex using situation, uneven management level, it is an urgent problem of special equipment safety supervision and management to prevent accident, reduce accidents, improve safety management level of enterprise, reduce difficulty of government regulators. According domestic accident cases in recent years and test practical work experience, combining with ＂People＇s Republic of China Special Equipment Safety Act＂（referred to as ＂special equipment Act＂）, ＂boiler management rules＂ TSG G5004—2014 content, this discusses the important and basic ideas of the establishment of special equipment safety operation ensurance system, and puts forward relevant policy suggestions.
