摘要
电子政务环境下,电子档案管理系统建设情况各异,档案整合共享的层次性、复杂性特点突出。论文从信息化背景下档案整合共享的基本现状出发,根据当前我国电子档案实体管理模式的分散性与集中性特点,分别对相应的电子档案整合方式与共享途径进行梳理与分析。论文通过比较分析得出,电子档案物理实体的集中管理更有利于实现电子政务环境下的档案整合与共享,而这一模式的应用需立足于现实的需求分析与一定的实现条件。
Under the environment of e-government,there is a variety of situations in the construction of electronic records management system（ERMS）,which brings hierarchy and complexity to records integration and sharing. This article starts from an analysis on current situations of records integration and sharing within informatization background,and respectively analyze the modes and approaches of records integration and sharing according to the centralized and decentralized model of electronic records entity management across different agencies. It points out that centralized management of electronic records is more advantageous to realize records integration and sharing under the environment of e-government,while the implementation of this mode should be based on practical demand analysis and certain realization conditions.
