摘要
为了探讨新型城镇化进程中的农村体育基本公共服务特征,采用文献资料法、问卷调查法和访谈法等研究方法,对其展开研究。研究认为:推进农村体育基本公共服务是实现"人的城镇化"的重要手段,关键在于农村体育基本公共服务供给的有效性;当前我国农村体育基本公共服务最主要问题在于供给缺乏针对性,供给中"竞赛"与"折中"并存;农村体育基本公共服务的有效供给,应该是政府通过对其服务的"有限"和"有效"更为务实而准确的制度安排、精细的政策设计来推进;农村体育基本公共服务供给的"有限性"和"有效性"是一对相互促进、相互转化的辩证统一体,通过理顺农村体育基本公共服务畅通的需求表达渠道、规范的服务渠道和科学的供给流程,以及投入的资源整合机制,才能寻得均等化的出路。关键在于科学定位政府的农村体育基本公共服务职能;厘清各级政府的责任关系,完善财政转移支付制度;加强农村体育文化组织体系构建和人才队伍建设;搭建社区化供给平台,强化针对性供给;建立农民需求、政府责任的绩效考核机制。
To discuss its characteristics, this paper studied on basic public service of rural sports in new urbaniza-tion by the methods of literature review, questionnaire and interview. Conclusions ： Pushing on basic public serviceof rural sports is an important measure to realize ＂people＇s urbanization＂, and the effectiveness of rural sports＇ bas-ic public service supply is the key. The main questions of today＇s China rural sports＇ basic public service are weakpertinence and co-existence of ＂competition＂ and ＂compromise＂ in supply. Effective supply of rural sports＇ basicpublic service is that government designs pragmatic and accurate system arrangements and policies for limited re-source. Limitedness and effectiveness are a pair of mutual promotion and interchangeable dialectical unity in ruralsports＇ basic public service supply. To smooth its demand expression channel, standardized service channel, sci-entific supply process, and input resource integration mechanism can find the way out of the equalization. Thekeys are to fix government function in rural sports＇ basic public service scientifically, clarify the responsibility ofgovernment at all levels and improve the fiscal transfer payment system, strengthen rural sports culture organizationsystem construction and talent team construction, put up community supply platform and strengthen pertinencesupply, build up performance evaluation mechanism including peasants demand and government responsibility.
