摘要
当人类活动范围延伸到地球大气层外的太空时,政治学也必然发展到涵盖太空权力互动的"天缘政治学"。围绕权力展开的太空社会活动、形式和关系既是政治文明延伸的新高地,也是天缘政治学研究的对象。摒弃多尔曼之流为霸权扩张服务的太空控制论,"正本清源"后的天缘政治学研究,应把握天缘政治多样权力和共同观念实践建构的特征和规律。太空的高远位置和无疆域性特征,使得各太空主体很容易从国家安全的角度发展军事航天技术,争先恐后地进行太空攻防对抗准备。太空技术典型的军民两用性和军备逆序效应,使得太空武器化和军备竞赛必然导致同归于尽,加之,太空技术作为信息流的空间段,具有和平、融合、发展的本质特征。因此,虽然天缘政治本质上仍是围绕权力展开的社会活动、形式和关系,但其权力运行并不必然导致冲突和斗争。太空技术促进人类经济社会加速融合的强大作用,使得天缘政治中进化合作远超进化冲突。世界各国在有效控制太空体系暴力的前提下,加速太空技术发展和包容、普惠、和谐的天缘政治文明建设,既反映天缘政治演进的必然趋势,也符合人类政治发展的客观规律。因此,从现有太空技术及其应用出发,构建恰当的天缘政治学理论分析框架,既是全球融合的现实命题,也是人类社会向何处拓展的未来需要。
Politics is bound to develop into astropolitics that explores space power interactions, as human activities expand into outer space beyond the Earth＇s atmosphere. The social activities, patterns and relationships around the power not only constitute a new domain of political civilization, but also provide core content for the study of astropolitics. To clarify the misperception about astropolitics produced by Dorman and others who use the theory of space control as a means to hegemonic maintenance and expansion, this re-study of astropolitics aims to grasp the characteristics and laws of the practical construction of diverse powers and the common concepts in space politics. It is the features of lofty position and no boundaries that stimulate each space body easily to develop military space technology from the perspective of national security, scrambling to prepare the confrontation of attack and defense in space. Owing to a typical dual-use nature of and armaments reverse effect of space technology, the weaponization and arms race in space will inevitably lead to perish together. In the meantime, space technologies as a space segment of information flow have the essential characteristics with development of peaceful and merge. Therefore, although astropolitics is still the social activities, patterns and relationships around the power in essence, the power in astropolitics does not necessarily lead to conflict or struggle. Space technology has so strong role to accelerate human economic and social integration that the evolutionary cooperation far beyond evolutionary conflict in astropolitics. It is that each country accelerates the development of space technology and construction inclusive, universal benefit and harmonious astropolitics civilization under the premise of the effective control to the space system violence can reflect not only inevitable tendency astropolitics evolution but also the objective laws of human political development. Starting from existing space technologies and applications, a modified theoretical framework for astropolitics is constructed, which serves not only as a realistic foundation for global integration, but also future needs as human society expands.
