摘要
通过对全国第二批农村改革试验区——信阳市的深化集体林权制度改革进行探索,从"三权分置"林权管理新模式、建立林业要素市场服务新体系、公益林管理经营新机制、建立林权流转新制度等4个方面进行深化改革探索,并对深化改革中已实施的工作进行实践分析,最后对深化改革中政府部门需要注意的事项,提出了对策与建议。
Based on the second batch of national rural reform pilot area - Xinyang, the paper explore deepening the reform of collective forest fight system, from the ＂separation of division＂ forest fights management new pattern, establishing the new service system of forestry factor market, public welfare forest management mechanisms, the establishment of a new forest fights circulation system, and so on four aspects to deepen the reform, exploration, and to deepen the reform work has been performed in the practice analysis, finally to deepen the reform of government departments need to pay attention to matters, puts forward the countermeasures and suggestions.
